Uganda Particulars of Motor Vehicle and Driving Permit
In Uganda, managing your vehicle and driver documentation is split between two primary authorities: the Uganda Police Force (UPF) for verification and historical records, and the Uganda Driver Licensing System (UDLS) under the Ministry of Works and Transport for modern licensing.

As of 2026, the transition to digital records is nearly complete, but the “Particulars of Motor Vehicle and Driving Permit” (Police Form 28) remains a cornerstone for legal verification, insurance claims, and ownership disputes.
1. Police Form 28: Particulars of Motor Vehicle and Driving Permit
Police Form 28 is a specialized document used primarily for legal verification and by the Inspectorate of Vehicles (IOV). It acts as an official extract of the details held in the national registry for a specific vehicle or driver.
-
When you need it: Usually requested during a police investigation, for court proceedings, or as part of a comprehensive “Search & Certification” request to verify a vehicle’s history before purchase.
-
Format: It contains fields for the engine number, chassis number, make, model, and the registered owner’s details, alongside the driver’s permit number and class.
-
How to get it: While a template is often available on the UPF website, it must be officially stamped and signed by an authorized Police Officer (typically at the IOV or Regional Police Headquarters) to be legally binding.
2. The Uganda Driving Permit (UDLS)
In 2026, the Uganda Driver Licensing System (UDLS) manages all driving permits. The process is now highly streamlined and largely paperless at the application stage, though a physical medical form is still required.
Key Steps for a New Permit:
-
Learner’s License: Apply via the UDLS Portal. You must be 18+ years old.
-
Medical Examination: You must download and print the Medical Examination Report (Section of the Application Form). This must be filled out by a registered medical practitioner to verify your eyesight and general fitness.
-
Payment: Generate a Payment Registration Number (PRN) on the Uganda Revenue Authority (URA) portal.
-
Learner’s Fee: UGX 60,000.
-
Full Permit (3 Years): UGX 230,000.
-
-
Testing: Visit the Inspectorate of Vehicles (IOV) for your driving test (Fee: UGX 25,000).

3. Motor Vehicle Particulars & Registration (URA)
For vehicle ownership, the Uganda Revenue Authority (URA) is the “Source of Truth.” To register a vehicle or update its particulars in 2026:
-
TIN is Mandatory: You cannot perform any vehicle transaction without a Tax Identification Number (TIN).
-
Logbook (Registration Book): The digital logbook is now the standard. You can download a “Particulars of Vehicle” summary directly from your URA Web Portal account under the “Motor Vehicle” module.
-
Ownership Transfer: If you are buying a used car, both the buyer and seller must sign the TR Form III. The transfer fee for a standard motor car is UGX 84,000.
Summary of Fees (2026 Estimates)
| Document/Service | Authority | Fee (UGX) |
| Learner Driving Permit | UDLS/URA | 60,000 |
| New Full Permit (5 Years) | UDLS/URA | 330,000 |
| Motor Vehicle Transfer | URA | 84,000 |
| Driving Test Fee | IOV | 25,000 |
| Duplicate Permit | UDLS | 121,000 |
Pro-Tip: The “Search & Certification” Service
Before buying any used vehicle in Uganda, use the Search and Certification service on the Ministry of Works e-Services portal. For a small fee, this provides an official report of the vehicle’s particulars, ensuring the seller actually owns the car and that there are no “caveats” (legal holds) on it.
