1. Police Form 28: Particulars of Motor Vehicle and Driving Permit

Police Form 28 is a specialized document used primarily for legal verification and by the Inspectorate of Vehicles (IOV). It acts as an official extract of the details held in the national registry for a specific vehicle or driver.


2. The Uganda Driving Permit (UDLS)

In 2026, the Uganda Driver Licensing System (UDLS) manages all driving permits. The process is now highly streamlined and largely paperless at the application stage, though a physical medical form is still required.

Key Steps for a New Permit:

  1. Learner’s License: Apply via the UDLS Portal. You must be 18+ years old.

  2. Medical Examination: You must download and print the Medical Examination Report (Section of the Application Form). This must be filled out by a registered medical practitioner to verify your eyesight and general fitness.

  3. Payment: Generate a Payment Registration Number (PRN) on the Uganda Revenue Authority (URA) portal.

    • Learner’s Fee: UGX 60,000.

    • Full Permit (3 Years): UGX 230,000.

  4. Testing: Visit the Inspectorate of Vehicles (IOV) for your driving test (Fee: UGX 25,000).

3. Motor Vehicle Particulars & Registration (URA)

For vehicle ownership, the Uganda Revenue Authority (URA) is the “Source of Truth.” To register a vehicle or update its particulars in 2026:
